PORT INFORMATION AND RESTRICTIONS
Vessel's masters to report to port control while approaching port roads on CH.12 ship's and cargo details including IMO cargo.
Pilotage is compulsory.
Tripoli max draft 28 feet.
Total number of berths 27.
Benghazi MAX. draft 28 feet.
Total number of berths 5.
Tug assistance IN/OUT.
Floating crane 100 tons.
Mobile crane 50 tons - 12 tons - 30 tons.
Forklift 3 tons - 12 tons - 30 tons.
Working hours 0700 to 1700 hours.
Tug master available.
Vessel max age 20 years.
Gearless vessels need advance permission.
Arabic is the official language, all cargo documents to be translated.
Crew / stores declaration required.
Shore leave is permitted ( master pass will be kept in immigration office till vessel stand by for departure ).
Bunker can be supplied.
Fresh water can be supplied. ( limited quantity ).
Provision can be supplied through ship chandlers.
No container repair but minor repairs can be arranged by private squads.
Doctor and health services can be arranged by agents ( outside port ).
Marine workshop in port for minor repairs only ( no spare parts supply ).
IMO cargo must be withdrawn immediately out of the port ( direct delivery ).
















RESPONSIBILITY

No Israeli flag to be kept on board.
No Israeli product of any type to be kept on board, even empty cartons.
Vessels who have called Israel in the past are not allowed to call any Libyan port even if vessel had previously called Israel under different name and / or ownership.
Vessels calling Libyan ports who had called Israeli port before will be heavily fined, customs authority might even insist to discharge all cargo destined for other Libyan ports at first port of discharge, furthermore customs authority will refuse to render any assistance to the vessel apart from supplying fresh water.
No sex videos cassette, CD or magazines are to be kept outside bond store.
No alcohol, beer, wine etc, are to be kept outside bond store even if intended for personal use.
Black gangs boarding vessel ( especially at Tripoli ports ) thoroughly search the vessel looking for all above mentioned items, they even search rubbish - bins, washing machines, engine rooms etc.
No photographs are to be taken when in port.
Vessel who had encountered heavy weather en route and suspect damage to cargo are requested to note a sea protest and present to authority for attestation in ample time max 24 hours.
No waste of any nature is to be thrown overboard, whilst in port and / or at sea.
Even courses drawn on admiralty charts but leading to Israeli ports must be rubbed out.
After completion of discharge operation and prior to vessel's departure, crew has to thoroughly search the vessel for stowaways possibly embarked at Libyan ports.
Customs black gang insists to have a look at previous log books ( deck - engine oil record ); if any entry found in these indicating that vessel has called Israel then vessel will be fined ( this process is time wasting and costly).
